Join a panel of leading pension experts as they discuss the investment implications of the American Rescue Plan Act (ARPA) for the U.S. pension investment community.
ARPA was signed into law by President Biden on March 12, 2021 and will dramatically improve the funding of approximately 200 underfunded multiemployer pension plans through Federal grants. However, there is still much uncertainty surrounding ARPA, including questions such as:
• How much money is expected to be available for pensions? • Which plans are eligible to receive this grant money? • How will ARPA impact single-employer plans? • What role does the Pension Benefit Guaranty Corporation (PBGC) play in implementing this important legislation? • Are there any restrictions on how this money can invested? • What is the current thinking around best practices for how the money should be invested?

Christopher Brockmeyer has been the Director of Employee Benefit Funds for the Broadway League, the national trade association for the Broadway theatre industry, since 2007. Mr. Brockmeyer serves as an employer-appointed trustee (in most cases as Co-Chair) on 11 multi-employer pension funds, 6 health funds and 5 annuity/401(k) funds with more than $8 Billion in assets, covering 125,000 current or future retirees and providing health care coverage for more than 25,000 employees (plus their dependents) in the entertainment industry. Before arriving at the Broadway League, Mr. Brockmeyer was the Director of Labor Relations at Live Nation/Clear Channel Entertainment for 7 years, negotiating and administering all labor relations activities for the Company’s 100+ North American venues, its music promoting business, its theatre presenting operations and its role as a commercial theatre producer. Previously, he spent nearly 8 years working for the performers’ unions, Actors’ Equity Association (AEA) and the American Federation of Television and Radio Artists (AFTRA).
Mr. Brockmeyer serves on the Board of Directors of the National Coordinating Committee for Multiemployer Plans (NCCMP), a non-partisan organization based in Washington, DC dedicated to the advocacy of multiemployer plans through communication with government officials and members of Congress. Mr. Brockmeyer received his B.A. (Philosophy and History) from the University of Massachusetts at Amherst and his M.A. (Philosophy) from the New School in New York City.
Ms. Crotty is a Senior Vice President in Segal Marco Advisors’ New York office and is part of the management team and member of the Segal Board of Directors. Ms. Crotty has over 35 years in the investment business. Her extensive consulting experience to a broad range of clients includes providing advice on asset allocation, manager selection and investment performance.
Prior to joining Segal Marco Advisors, Ms. Crotty was a consultant at Callan Associates and Hamilton and Co., working with multiemployer, foundation, corporate and other pension plans in the management of their funds. Ms. Crotty was formerly head of client management at a hedge fund of fund and worked for the Pension Plan of General Motors and GTE Investments. Ms. Crotty is a frequent speaker at industry conferences and events such as the International Foundation of Employee Benefit Plans (IFEBP). Ms. Crotty received her BS from Boston College and her MBA in Finance from the University of Connecticut. She is a former Trustee of the State of New Jersey Division Pension Plan, the Investment Committee of Church of Christ the King and Homeless Solutions in Morristown, NJ.
Zack Ellison, CFA, CAIA, is the Managing General Partner and Chief Investment Officer of Applied Real Intelligence (“A.R.I.”). A.R.I. is a Los Angeles-based venture debt investment manager focused on providing financing solutions to innovative, high-growth, VC-backed companies in recession-resistant sectors and underserved regions in North America. Mr. Ellison leads A.R.I.’s investment activities, including sourcing, due diligence, structuring, execution, and portfolio management.
Previously, Mr. Ellison was Director, U.S. Fixed Income at Sun Life Financial, where he was responsible for corporate credit investing. Prior to Sun Life Financial, he was a corporate bond and credit default swap trader at Deutsche Bank. During the Global Financial Crisis, he was a banker focused on leveraged loans within the media and telecom sectors at Scotiabank.
Mr. Ellison holds an MBA from The University of Chicago Booth School of Business and an MS in Risk Management from New York University’s Stern School of Business. He has earned the Chartered Financial Analyst (CFA) and Chartered Alternative Investment Analyst (CAIA) designations and currently serves as a Board Member of CFA Society Los Angeles and the Southern California Chapter of the CAIA Association.
Karen Grisz is the Division Manager of the Multiemployer Program Division at the Pension Benefit Guaranty Corporation. As such, Ms. Grisz oversees PBGC’s financial assistance program for insolvent multiemployer defined benefit plans, assists multiemployer plan administrators, and coordinates with the Treasury Department on MPRA applications for benefit suspensions. She has been integral in developing the new Special Financial Assistance Program being implemented at PBGC as part of the American Rescue Plan Act, signed into law by President Biden in March 2021. She joined the division after spending 15 years in PBGC’s Corporate Finance and Restructuring Department, where she managed a team that oversaw single-employer defined benefit pension plan terminations. Prior to joining the PBGC in 2005, Ms. Grisz worked for 14 years at the FDIC, first as a bank examiner, then as an Associate Director of Risk Assessment. She has earned the Chartered Financial Analyst (CFA) designation, and has a B.S. in Finance from Fairfield University.
Russell Kamp is the Managing director and Senior Fixed Income Manager for Ryan ALM. Mr. Kamp has 39 years of experience in the retirement industry. Prior to joining Ryan ALM, he was the managing partner for Kamp Consulting Solutions (KCS), that was a full-retainer asset and liability consulting firm focused on providing services to defined benefit and defined contribution plans, endowments and foundations. Mr. Kamp is a passionate advocate for pension reform and legislative efforts in Washington, D.C., frequently writing and speaking on the subject. Prior to launching KCS, he was a senior vice president and director, asset management, for Two Sigma Investments, where he helped launch a long-only business. Before joining Two Sigma, Mr. Kamp was CEO of Invesco Quantitative Strategies Group (IQS) and a Global Partner at Invesco. IQS was a quantitatively oriented equity, alternative, and global macro investment group that managed more than $30 billion for institutional clients. He began his career as an analyst for Janney Montgomery Scott’s Investment Management Control division, an asset consulting firm that was later acquired by Evaluation Associates, Inc., where he became a senior vice president, senior consultant, and partner, serving the defined benefit community.
