Lt. Gen. H. Stacy Clardy III
Organization: United States Marine Corp (Retired)
Stacy Clardy retired from the United States Marine Corps on January 1, 2022, after almost four decades of military service. During his final tour as the Commanding General of III Marine Expeditionary Force, he was responsible for developing strategies with partners and allies, experimenting with new operational concepts and capabilities, and preparing 25,000 Marines and Sailors for conflict with “our most consequential strategic competitor for the coming decades,” the People’s Republic of China.
Stacy enjoyed a wide-ranging career across the globe ensuring the Armed Forces of the United States were successful in crisis and war. He commanded infantry and reconnaissance units from platoons to divisions, fought twice in Iraq during complex conventional and counterinsurgency warfare, trained and educated tens of thousands of individuals and leaders across a wide range of specialties and functional skills, and advised senior executives throughout the U.S. government in organizational prioritization and operational efficiency and effectiveness. Throughout, he maintained an uncompromising warfighting ethos, commitment to excellence, and professional leadership standards.
Stacy earned a Bachelor of Science in Business Administration from the University of South Carolina, a Master of Science in Management from Troy State University, and a Master of Arts in National Security and Strategic Studies from the Naval War College. His military decorations include the United States Department of Defense Distinguished Service Medal, the Department of the Navy Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit with Combat Distinguishing Device and two Gold Stars, the Bronze Star with Combat Distinguishing Device, Combat Action Ribbon, and Presidential Unit Citation. He was also awarded Japan’s Order of the Rising Sun, Gold and Silver Rays, the Republic of Korea’s Order of National Security Merit Gukseon Medal, and South Carolina’s Order of the Palmetto.
Stacy now resides in Chapin, South Carolina with his wife, Alison, and Labrador Retriever, Orion. He is an advisor to multiple organizations including Graham Partners, AYC Security, and Vector Defense, and serves as a Senior Fellow with the Center for Naval Analyses. He volunteers with The 9.11 Promise, the University of South Carolina, Saint Timothy's Episcopal Church, and the Town of Pawleys Island, South Carolina.
Brooke Coburn
Organization: Capitol Meridian Partners
Brooke Coburn is a partner and co-founder of Capitol Meridian Partners, a middle market private equity firm based in Washington, DC that invests in Aerospace, Defense & Government Technology companies.
Brooke previously spent 25 year with The Carlyle Group in PE investing roles in Carlyle’s flagship U.S. buyout and middle market/ & growth teams and, more recently, in a senior management role as Deputy CIO and a member of the firm’s Management Committee. Prior to these responsibilities, he was a founding member of Carlyle’s Technology, Media & Telecom (TMT) practice and Carlyle’s U.S. Middle Market & Growth Private Equity Group, where he served as a Fund Head for more than a decade. Brooke has more than 25 years of experience investing in middle market companies with deep expertise in technology, government services, and technology-enabled business services.
Mr. Coburn played a leadership role with a number of Carlyle’s investments including Gemcom Software, ECI Software, Coalfire Systems, Wyyerd Broadband, Worldstrides, Bredbandsbolaget, Prime Communications, Sonitrol, WCI Cable, Genesis Cable, Core Location, NetMotion Wireless, Catapult Learning, Neptune Communications, Pacific Telecom Cable, and a number of foundational data center assets that were combined to form Coresite (NYSE: COR).
Brooke serves on the investment committee of the Washington National Cathedral and also serves on the boards of Altumint, Wyyerd and TDF Ventures. He is a recovering ice hockey coach (USAH Level 4) and endurance sport athlete (Clydesdale division). He received an AB with honors from Princeton University and was a 2021 Harvard ALI fellow.
Neil Keegan

Neil Keegan – Founder & CEO of Marlinspike, a Defense Technology Investment firm based in the Washington, DC area.
Neil is the Co-Managing Partner and CEO of Marlinspike Partners, and a voting member of the Investment Committee. Prior to founding Marlinspike, Neil founded Keegan Capital Management (KCM), his own investment company. For KCM, Neil created a diverse portfolio including eight transactions, notably Palantir and Voyager Space Holdings. Prior to KCM, he was the CEO and Chief Investment Officer for Roanoke Capital Management (RCM) for eleven years, a single-family office based out of Los Angeles, CA. Neil has deep investment expertise in alternative assets, including private equity, venture capital, and real estate.
A notable transaction related to the Marlinspike strategy was a direct co-investment in SpaceX. The SpaceX investment was a hard-to-access secondary transaction based on a $12 B valuation (January 2015). The current estimated value for SpaceX is $350 B reflecting an 29x increase in enterprise value. The opportunity was sourced through a Founders Fund relationship and purchased via 137 Ventures. Subsequent secondary transactions followed to build the position for the family office.
In addition to investment duties, Neil ran the family office. He was an early adopter of the family office “profits interest structure,” and brings unique insights having been an integral part in establishing this structure and administering it for RCM. Neil brings investment proficiency and breadth of family office knowledge to Marlinspike, portfolio companies, and the LPs.
Victor Perez
Job Title: Executive Director, Investment Banking

Victor is a native of Miami, FL, and the first-born of a Cuban immigrant family. He attended the U.S. Naval Academy in Annapolis, MD where he majored in Economics and graduated with merit. Upon graduation, Victor was selected to serve in the U.S. Navy as a nuclear submarine officer. In 2016, Victor transitioned out of active duty into his civilian career and the Navy Reserves. He joined Wells Fargo through their inaugural Veteran Employment Transition (VET) Program. This launched his banking career as a macro trader on the Credit Derivatives trading desk where he rose to become a Vice-President. After 6 years in trading, in search for a way to tie his desire for social impact and love of finance, Victor joined the Corporate & Investment Bank’s (CIB) Diverse Segments team as the Head of the Veterans Segment. In this role, Victor is charged with maximizing positive outcomes for our diverse client base, with a specific focus on Veteran clients. In this role, he focuses on business development across banking, capital markets, and commercial real estate.
On his personal time, Victor co-founded and co-leads the Veterans on Wall Street – Charlotte Chapter, and is involved in the community through various organizations, including Veterans Bridge Home, the Naval Academy Alumni Association, and the City of Charlotte Business Advisory Council. He has been recognized by the Charlotte Business Journal as a 40 under 40, and by Business Insider as a 25 under 35 Rising Stars of Wall Street. Most recently he was recognized by the Wells Fargo CIB 2022 Champion Spotlight Award as a top performer who has made significant contributions to the business and its clients.
