Join Us! CAIA Washington DC and K&L Gates Opportunity Zones Educational Event on April 30th 2019

K&L Gates, the Chartered Alternative Investment Analyst Association (CAIA), the District of Columbia Building Industry Association (DCBIA) and Southport Properties invite you to the K&L Gates Washington, D.C. office for a conversation on Opportunity Zones on Tuesday, April 30th.

This program will feature panelists with seasoned backgrounds in law, tax, policy, real estate, and investments and funds. Each panelist has a sound understanding of the complexities regarding Opportunity Zone developments and funding.

The Qualified Opportunity Zones program presents a significant opportunity to drive economic and community development projects. However, with the program being new, there is still uncertainty about the impact it will have on community development.

Mary Burke Baker


Mary Burke Baker is a government affairs counselor in the Washington, D.C. office where she leads the tax policy practice. Ms. Baker focuses on federal tax matters affecting businesses, including domestic and multinational corporations and all types of pass-through entities, and individuals. Her practice covers tax policy, tax reform, regulatory and other guidance, tax administration, and technical tax issues, with particular emphasis on corporate and pass-through issues, accounting methods, information reporting, Reports of Foreign Bank and Financial Accounts (FBAR) compliance, and emerging cryptocurrency issues. Since enactment of the Tax Cuts and Jobs Act (TCJA) in December, 2017, Ms. Baker has particularly focused on the Opportunity Zone program and is a frequent speaker on the topic throughout the United States.


Olivia Byrne

Olivia S. Byrne is a partner in the Washington D.C. office and a member of the firm’s real estate investment, development, and finance group. Ms. Byrne spearheads the firm's U.S. economic incentives practice along with the real estate and public finance practices in the Washington, D.C. office. Ms. Byrne has successfully obtained economic incentives for clients on a national basis and has extensive experience drafting legislation for economic incentives. Her practice involves site location for many different industries, namely technology, broadcasting, wood-based products and biofuels, industrial manufacturing, food processing, auto parts and components, as well as financial services, professional sports arenas and complexes, entertainment facilities, and hotels. She and her team represent inbound companies from abroad including Asia, Europe and Canada, as well as U.S. companies relocating or deciding to remain in place and expand. Her proven track record demonstrates proposals to certain corporations such as manufacturing and technology in excess of US$100 million dollars in economic incentives. She served as lobbyist for The Advisory Board Company that won the “Game Changer Award” at the Washington Business Journal’s Best Real Estate Deal of the Year Awards in 2016.


Jill Homan


Jill Homan is President of Javelin 19 Investments, a Washington, DC-based real estate development, investment, and advisory firm with more than $155 million in investments and transactions and a leader in the new Opportunity Zone ("OZ") area. Ms. Homan has more than fifteen years' experience in real estate acquisitions, dispositions, development, financing, asset management and leasing totaling over $400 million in total capitalization.

Ernest (“Ernie”) Drew Jarvis is a recognized leader with exceptional knowledge of, and relationships in, the region’s commercial real estate and business communities. Combining unique roles in management, tenant representation, and asset ownership responsibilities, he has the depth of experience to craft the very best real estate strategies. Ernie has had senior leadership roles in two publicly traded commercial real estate companies, including having served as CBRE’s Washington, D.C. Market Leader, one of CBRE’s largest offices.


Bill Kelly

William (Bill) J. Kelly is the CEO of the CAIA Association. Bill has been a frequent industry speaker, writer, and commentator on alternative investment topics around the world since taking the leadership role at the CAIA Association in January, 2014. Previously, Bill was the CEO of Boston Partners and one of seven founding partners of the predecessor firm, Boston Partners Asset Management which, prior to a majority interest being sold to Robeco Group in Rotterdam in 2002, was an employee-owned firm. Bill’s career in the institutional asset management space spans over 30 years where he gained extensive managerial experience through successive CFO, COO and CEO roles. In addition to his current role, Bill is a tireless advocate for shareholder protection and investor education and is currently the Chairman and lead independent director for the Boston Partners Trust Company. He has previously served as an independent director and audit committee chair for ’40 Act Mutual Funds and other financial services firms. He is also currently an Advisory Board Member of the Certified Investment Fund Director Institute which strives to bring the highest levels of professionalism and governance to independent fund directors around the world. A member of the board of the CAIA Association, Bill also represents CAIA in similar capacities via their global partnerships with other associations and global regulators. Bill began his career as an accountant with PwC and is a designated Audit Committee Financial Expert in accordance with SEC rules.


Frederick Lake

Co-founded Lake Partners, Inc. in 1989. As Co-Chairman of the firm, Rick oversees the firm's research on mutual funds and ETFs that utilize alternative strategies and helps direct the company's team effort in asset allocation, investment research, and multi-manager investment programs. Rick has over 36 years of experience in the investment industry. Rick is the manager of Lake Partners' LASSO Long and Short Strategic Opportunities portfolio of alternative mutual funds. He is also manager of the firm's LASSO alternative ETF portfolios, and multi-asset growth and income portfolios utilizing mutual funds and ETFs. Rick is a well-known speaker and author on alternative investments. He has been quoted in The Wall Street Journal, Barron's, the Financial Times, Investor's Business Daily, and Bloomberg, among other publications. As an invited speaker at the national 2003 SEC Hedge Fund Roundtable, Rick presented his white paper, "The Democratization of Hedge Funds," analyzing the public policy issues of alternative strategies in mutual funds. Rick has also been an invited speaker at the Morningstar® Investment Conference, the London Business School, the MIT Sloan Investment Management Conference, the Yale School of Management and at financial industry conferences around the US. Rick has appeared on CNBC and Bloomberg Television and Radio. Rick began his investment career with Prudential Securities, after earning his Bachelor's degree, cum laude, from Harvard in 1980.


Lisa Mallory


Lisa has extensive private, nonprofit, and public sector leadership experience. Under her leadership, DCBIA is now at its highest level of organizational membership and has focused on partnering for results with other major organizations. Previously, Lisa was the Director of the DC Department of Employment Services where she had responsibility for overhauling one of the most troubled agencies netting millions of dollars in savings, increasing customer service, and dramatically decreasing the unemployment rate in DC. Lisa was SVP at ICF International and prior SVP at the Fannie Mae Foundation. She served the Clinton White House as a member of the SES as Chief of Staff to Vice President Al Gore’s National Performance Review, Special Assistant at HHS and Counselor at SSA and has worked for the US Senate Foreign Relations Committee and several federal Independent Counsels. Lisa began her career in the hospitality industry. She obtained a BS in Business and Technology from the University of Maryland, MBA in International Business/Marketing from George Washington University and PhD in Public Administration and Leadership from Walden University. Lisa has completed numerous senior leadership programs at Harvard University’s Kennedy School of Government and Kennedy School of Business and was trained by the Coaches Training Institute and is a Linkage Inc. certified Master Coach. Lisa is a member of Leadership Greater Washington’s Class of 2007 and serves on the board of the DC Chamber of Commerce, the Washington DC Economic Partnership, Ingenuity Prep Charter School and the Federal Home Loan Bank of Atlanta’s Affordable Housing Council. Lisa is a native Spanish speaker and is conversational in Italian, Portuguese and French.

Adam Tejeda
Organization: K&L Gates, LLP


Mr. Tejeda counsels clients on a wide range of tax matters associated with domestic and international business transactions. He focuses his practice primarily on tax planning in connection with inbound and outbound investments; cross-border financings; domestic and cross-border mergers and acquisitions; multinational IP planning; advising US based clients with regards to Subpart F; corporate and tax aspects of joint ventures and other partnership issues; hedge fund and private equity fund structures; tax planning with respect to the tax consequences of overseas operations of U.S. multi-nationals; and internal reorganizations. In addition, Mr. Tejeda has represented clients on contested matters with the Internal Revenue Service and similar state taxing authorities, as well as advising clients on Opportunity Zones (OZs) developments established by Congress in the Tax Cuts and Jobs Act of 2017.
